Licensing in Westminster City Council
Schemes are designated for a fixed period and are redesignated, widened or dropped. Treat this as the shape of the local regime and confirm the current designation on the council’s own licensing page before you let.
- From 24 November 2025 selective licensing applies to most privately rented properties in Westminster, and you must hold the licence before renting the property out
- It catches a property let to a single household such as a family, let to a single tenant, or rented by two individuals sharing
- Designation 1 covers eight wards: Abbey Road, Church Street, Harrow Road, Knightsbridge and Belgravia, Little Venice, Maida Vale, Queen’s Park and Westbourne
- Designation 2 covers seven more: Bayswater, Hyde Park, Lancaster Gate, Marylebone, Pimlico North, Regent’s Park and West End
- Three wards are outside the scheme, Pimlico South, St James’ and Vincent Square, but HMO licensing still applies there
- A property already licensed as an HMO under the mandatory or additional scheme does not need a selective licence as well

What letting without a licence costs
These are statutory, not local. A council that has designated a scheme can use all three, and a tenant can bring the second one without the council being involved at all.

- Up to 2 years’ rentThe tenant, or the council, applies to the First-tier Tribunal to have rent paid back. It is separate from the penalty above, not instead of it.

- Unlimited fineLetting an unlicensed HMO, or breaching a licence condition, is a criminal offence and can be prosecuted rather than penalised.

Most applications ask for the same documents you already owe the tenant: the gas safety record, the EICR, the EPC, and the fire detection and escape arrangements for an HMO. The council’s list is the one that counts, but nothing on it will be a surprise if those are current.

Which Westminster wards are outside selective licensing?
Pimlico South, St James’ and Vincent Square. Everywhere else in the borough is inside one of the two designations. An HMO in those three wards still needs an HMO licence.
