Licensing in Wandsworth Borough Council
Schemes are designated for a fixed period and are redesignated, widened or dropped. Treat this as the shape of the local regime and confirm the current designation on the council’s own licensing page before you let.
- Selective and additional licensing were introduced on 1 July 2025
- Selective designation 1, from July 2025, covers private rented properties in Furzedown, Tooting Bec, Tooting Broadway and South Balham
- Selective designation 2, from April 2026, adds East Putney, West Putney and Northcote
- Additional licensing covers HMOs not caught by the mandatory scheme: those let to a maximum of four people sharing a bathroom or kitchen, and flats in multiple occupation in a purpose-built block of three or more flats
- A licence usually lasts five years, but is likely to be granted for around one year where planning permission is required for HMO use or has previously been refused
- Letting to seven or more people needs planning permission as well as a licence

What letting without a licence costs
These are statutory, not local. A council that has designated a scheme can use all three, and a tenant can bring the second one without the council being involved at all.

Which Wandsworth wards need a selective licence?
Furzedown, Tooting Bec, Tooting Broadway and South Balham under the first designation from July 2025, and East Putney, West Putney and Northcote under the second from April 2026. The council publishes an interactive map to check a postcode.
Why would Wandsworth only give me a one-year licence?
Because planning permission is required for the HMO use and has not been granted, or was refused previously. The council grants a reduced term, usually a year, so the planning position can be resolved before the licence is considered again.
