Licensing in London Borough of Hammersmith & Fulham
Schemes are designated for a fixed period and are redesignated, widened or dropped. Treat this as the shape of the local regime and confirm the current designation on the council’s own licensing page before you let.
- Mandatory HMO licence where five or more people from two or more households share facilities, it is their main home and rent is paid, and it is not a purpose-built flat in a block of three or more
- Additional HMO licence where three or four people from two or more households share facilities, covering houses, converted flats, purpose-built flats and section 257 conversions where at least a third are rented
- Selective licensing applies to a house or flat on one of 24 specified streets in the borough
- Exemptions include properties managed by registered social landlords, education providers or the health service, properties occupied by religious communities, and owner-occupied homes with up to two lodgers
- Letting to seven or more people also needs planning permission for a change of use, separately from the licence

What letting without a licence costs
These are statutory, not local. A council that has designated a scheme can use all three, and a tenant can bring the second one without the council being involved at all.
