- Additional HMO licensing was designated on 11 September 2025 and applies borough-wide from 11 December 2025, under a 2025 to 2030 designation
- It covers every HMO under section 254 of the Housing Act 2004 occupied by three or more people in two or more households
- It also covers section 257 converted buildings, but only where the building and all the dwellings in it are in the same ownership, or are effectively under the same control
- Mandatory HMO licensing continues for five or more people in two or more households sharing a kitchen, bathroom or toilet
- A licence is not planning permission: an HMO may need both
