How do I fill in an HMO or selective licence application?

Open the property’s Compliance tab and choose Licence application pack, under the Licensing card. It lists what an application in England must include, in the order the law lists it, with the answer from your records beside each item and questions for the rest, ready to copy into the council’s form.

Where it is

On the property’s Compliance tab, under the Licensing card, Licence application pack shows for an HMO, for a property with a licence recorded, and where the licensing check found a council scheme for the area. It is on every plan, in your own account. It is not offered on a property in an agency workspace or on a commercial property, and a property locked on the free plan shows the lock screen first.

What it holds

The information listed in Schedule 2 to the Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006, which sets out the content of an HMO or selective licence application, in its order. Each item shows the answer from your records, such as the landlord’s details, the rooms and the certificates, or asks for what the records do not hold, such as the number of storeys or households, and is marked Ready, Check or To add.

The fitness questions

The questions about the proposed licence holder’s fitness, such as unspent convictions, are listed for you to answer on the council’s form. Your answers to them are not asked for or kept here.

The PDF

Download the pack with certificates (PDF) draws every item and its answer, and adds the files of the gas safety record, EICR, EPC and fire risk assessment that are in date, and of the current licence for a renewal. A certificate that has run out, or has no file uploaded, is listed for you to add instead. Where the licence fees list holds the council’s published fee for that kind of licence, the pack shows it.

What it does not do

It does not apply for you or send anything to the council. The council’s form may put the questions in another order or ask for more, and an answer is only as right as what is recorded, so read each one before you copy it. The Regulations apply in England: for a postcode in Wales, Scotland or Northern Ireland, the pack says so.
