Who rents here

Family and sharer lets; Bishopston and Ashley Down is a selective licensing ward to 5 August 2029, and shared houses need an additional HMO licence anywhere in the city.

HMO-dense + Article 4

HMO conversions and shared houses dominate the stock. Where an Article 4 Direction applies, a new C3-to-C4 conversion needs full planning permission, not permitted-development rights. Mandatory HMO licensing covers five or more sharers and the council’s additional scheme the smaller shares it designates.

Coverage

What BS7 actually covers

Electoral wards touched by the outward code, from the ONS postcode directory, checked 18 September 2026. Licensing designations are drawn by ward, so this is the list to match your address against.

BS7 crosses a council boundary. It falls in Bristol, City of, South Gloucestershire, and nothing Bristol City Council designates applies to the South Gloucestershire part of it. Check the address, not the postcode.

Before you let

The pre-tenancy checklist for BS7

Work through it before the property is advertised. One missed step can block a possession ground, trigger a Rent Repayment Order or void the insurance.

  1. Check the address against the council’s designation

Open the Bristol City Council (Easton & Stapleton Road) landlord licensing pages, check the full postal address inside BS7 against the scheme’s designation, its map or street list, and keep a dated record of what it showed.

  2. Gas Safety (CP12) - annual

Valid Gas Safety Record in place; new tenants must receive a copy before move-in and current tenants within 28 days of the check.

  3. EICR - every 5 years

Electrical Installation Condition Report must be satisfactory. Issue C1 / C2 remedials within 28 days and keep written confirmation.

  4. EPC / MEES - band E minimum (C by 2030)

Confirm a valid EPC and exemption status if applicable. Plan works early for the planned C-band MEES uplift by 1 October 2030.

  5. Deposit protection within 30 days

Protect any deposit in TDS, DPS or MyDeposits and serve Prescribed Information; failure blocks most Section 8 possession grounds and unlocks tenant claims.

  6. Right to Rent before tenancy starts

Run manual, digital (registered provider) or Home Office online checks for every adult occupier and keep dated evidence for the tenancy duration plus one year.

  7. Fire safety for HMO / shared lets

Interlinked smoke + CO alarms, fire doors, emergency lighting on escape routes, PAT for supplied electricals and a recent fire risk assessment.

  8. Article 4 planning check before any HMO conversion

Confirm whether the council has an Article 4 Direction in force on the date of the property’s exchange / completion. Where Article 4 applies, a C3-to-C4 conversion needs full planning permission — permitted-development rights have been removed. A retrospective application costs the same as a fresh one, and refusal can require reverting the property at your cost.

  9. Mandatory or additional HMO licence

Run the mandatory test first: five or more people in two or more households. If it does not catch the property, check the council’s additional scheme, which licenses the smaller HMOs it designates. An HMO needs one licence or the other, never both, and a Rent Repayment Order attaches to the one that is missing.

What is in force across Bristol City Council (Easton & Stapleton Road)

PRS Database

When landlords in BS7 must register

BS7 is in the South West region. Registration becomes required there on 15 August 2027, and the deadline is 14 November 2027. Every let home in England goes on the new Private Rented Sector Database, and the date is set by where the property is, not where you live. Everything for the South West.

  1. Opens to everyone

Any property can be registered early, wherever it is.

  2. Required in South West

The three-month window to register starts.

  3. Deadline

After this date the council can take enforcement action.

The fee is £65 a year for each property, pro-rated during the rollout. Miss the deadline and the council can impose a penalty of up to £7,000. While a let that should be registered is not, a court cannot make a possession order for it, except on the antisocial behaviour Grounds 7A and 14 (Renters’ Rights Act 2025, section 90). Dates from the GOV.UK Housing Hub, checked 23 September 2026.

Get ready in LetCompliance

Seventeen answers a property. Have them on one page before 15 August 2027.

The register asks the same 17 things about every home you let, from the number of households to copies of the gas safety record, the EICR and the EPC. LetCompliance builds a register pack for each property from the records you keep in it: what is ready, what is missing, and the certificate files to upload. Registering becomes copying from one page.

  • A register pack for every property

All 17 items, most of them filled in from the tenancy, rent, licence and certificate records you already keep.

  • The gaps, said plainly

Each gap links to the page where you fill it in, so they are closed weeks ahead, not on the deadline.

  • Reminders on the South West dates

An email the day registration becomes required, then 30 and 7 days before 14 Nov 2027, for every property not yet marked registered.

Included on every plan.

Office for National Statistics figures for Bristol as a whole, August 2026 (released 16 September 2026). ONS publishes nothing for a postcode district, and a council average is not the market rent of a particular home.

Common pitfalls

What goes wrong in BS7

The mistakes that recur in hmo-dense + article 4 postcodes like this one.

Permitted-development misconception

Many landlords still assume a C3-to-C4 conversion is permitted development. Inside an Article 4 area it is not, and a council can require the property be reverted at the landlord’s cost.

One licence, one offence

An HMO needs one licence, mandatory or additional, never both, so a missing licence is one offence and not two. Each tenant can still apply for a Rent Repayment Order for their own rent, up to two years’ rent for an offence from 1 May 2026.

Single-deposit-for-shared-house trap

If five sharers each pay an equal deposit but it is registered as one tranche under one tenant’s name, the protection is defective for the other four — each can claim the 1–3× penalty.

FAQs

BS7: the questions landlords ask

Is BS7 subject to an Article 4 Direction for HMO conversions?

Bristol City Council (Easton & Stapleton Road) licenses smaller HMOs under its additional scheme, but planning is a separate question for a small HMO in BS7. Where an Article 4 Direction covers the street, a C3-to-C4 conversion needs full planning permission rather than relying on permitted development. Confirm the exact street on the council Article 4 map: even a single road can sit just outside the designated zone.

Does BS7 fall under selective or additional licensing in Bristol?

It depends on the exact address and property type. Bristol City Council (Easton & Stapleton Road) runs selective licensing where it designates and additional HMO licensing for smaller shared houses. BS7 includes Bishopston, Gloucester Road. Check the full postal address against the council’s own designation before assuming no licence is required: designations are drawn by ward or street, not by postcode.

What national UK landlord duties apply in BS7?

England-wide duties apply regardless of local licensing: Gas Safety (annual CP12), EICR every 5 years, EPC band E minimum (MEES), deposit protection within 30 days, Right to Rent checks before move-in, and smoke + CO alarm rules. Each carries its own fine or penalty, and a deposit left unprotected, or prescribed information never given, also stops a Section 8 possession order.

What happens if a let in BS7 needs a licence and has none?

It is an offence. For an offence from 1 May 2026 the council can impose a civil penalty of up to £40,000 instead of prosecuting, and the tenant can apply for a Rent Repayment Order of up to two years' rent. Keep certificates, licences and tenant documents in one place and renew before they expire.

How much is a landlord licence in BS7?

The fee is set by Bristol City Council (Easton & Stapleton Road) for each scheme it runs, and it is usually split into an amount payable with the application and a second amount payable before the licence is granted. Some councils discount an early renewal or an accredited landlord. Where we have the current figure it is printed on the council page above; otherwise take it from the council's own fees page, because fees change between designations.

Do I need planning permission to convert into an HMO in BS7?

If the council area is subject to an Article 4 Direction for C3 to C4 use, you need full planning permission to let to 3 or more unrelated sharers. Bristol City Council (Easton & Stapleton Road) publishes its Article 4 map. Large HMOs (sui generis, 7+ sharers) always need planning permission.

Can I use Section 21 in BS7 after the Renters Rights Act?

No. Section 21 was abolished on 1 May 2026 across England, including Bristol, and every assured shorthold tenancy became an assured periodic tenancy, so possession now runs on a Section 8 ground. The deposit still matters: section 215 of the Housing Act 2004, as substituted by the Renters’ Rights Act 2025, blocks a possession order while a deposit is unprotected or the prescribed information has not been given, on every ground except 7A and 14. A missing gas record or EPC does not bar a Section 8 claim, though it is an offence in its own right and a tenant can raise it in defence of a disrepair or possession case.

What insurance should I have for a let property in BS7?

Specialist landlord buildings insurance with landlord liability (often £2m+), optional contents for furnished items, loss of rent and legal expenses. For HMOs, check the insurer explicitly covers HMO use and the number of occupants - standard buy-to-let policies often exclude HMOs.

When do landlords in BS7 have to register on the PRS Database?

BS7 is in the South West region. Registration becomes required there on 15 August 2027, and the deadline is 14 November 2027. Any property can be registered earlier, from 15 December 2026. The fee is £65 a year for each property, and the date follows where the property is, not where the landlord lives. While a let that should be registered is not, a court cannot make a possession order for it, except on the antisocial behaviour grounds.
